0000454: Refresh rate does nothing
MM said that 'Refresh rate' in soldat config does nothing at all, so should it not be removed to avoid confusion?

The whole config needs work as currently it's just a bunch of random options that nobody really knows about. Dithering? High resolution timer???? The fps cap isn't accurate. Backbuffer count and the filters in the "more" tab are also not saying much to anyone else than the devs. I wouldn't be surprised though if even the devs don't know about them.
