0000557: Headshot sound is inconsistent

Description

I never hear "boom headshot yeah" when headshotting people using Barret or Ruger, but I very rarely hear this sound when headshotting using Steyr or AK.

Steps To Reproduce

Headshot someone with Ruger and Barret. Notice no sound will play. (Reproducibility: 100%)

Headshot someone with another weapon. VERY RARELY the sound will play. (~5%)

(0002245) McWise (reporter) 2014-05-03 16:54	EDIT: Sorry, I forgot. This bug did NOT get introduced in 1.6.7, I just forgot to create an issue about it earlier. I think I noticed it in 1.6.6 and only told Fryer, with no issue being created.
